For those with access to your cPanel, here is an even easier way. Saves you messing around writing files that are near impossible to locate….

Go to your site’s cPanel
– In cPanel, go to the Select PHP Version button
– In the top right, press the Switch to PHP settings link
– Find the post_max_size and the upload_max_filesize entries in the list of PHP settings and change them as required.
– you can change from the default 2M to 4M as there is no reason to go overboard here.

You can always open it more if you need.
